New management team of Ukroboronprom State Concern sees the reasons to enhance the prevention and counteraction measures against corruption within Concern structure and its subsidiary enterprises, particularly special exporters.
These conclusions result from the still unfinished audit of Concern financial state. The monitoring and analysis of statements made by relevant executive bodies and public institutions in terms of possible breaches in Concern activity were performed.
As it turned out, the major complains refer to purchase system of Concern’s subjects.
So, it can be stated that such situation came true due to the functioning of previous three UkroboronpromCEOs within last 3 years. There are all the reasons to consider that quit a lot of managerial decisions were stimulating corruption instead of strict counteraction against it. Therefore, it may be concluded that such actions were directed towards to the enrichment of certain persons approximated to past state government, and not Ukrainian society. Certain Chiefs of special exporters were involved in these mechanisms.
In order to create transparent conditions of Concern performance, the prevention and counteraction measures plan against corruption was approved. Also Concern management develops the Order of Competitive Selection of Chiefs to ‘Ukroboronprom’ State Concern’s Member-Enterprises. All Directors of Concern’s control objects will be assigned after having passed the compulsory competition.
We understand that defense industrial complex and military technical cooperation are strategically important fields for the state and society. This requires the implementation of new approaches, determined with the principles of responsibility and transparency.
According to Degree of Temporary Acting President of Ukraine dated on March 21, 2014 Yuriy Tereshenko was appointed to the position of General Director of Ukroboronprom State Concern.
